The National Capital downtown exodus

Over 120,000 federal employees are employed in the Ottawa-area and, since the pandemic began, remote work has become the norm for most of those workers. As a result the Nation's capital, mainly the downtown region has been hit hard by the lack of reliable dollars from all those daily spenders. Ottawa's downtown is a ghost town. So....what to do?
