Commander Bissett is a former Navy pilot engineer who heads the Navy Junior ROTC program at Sebastian High School. He discusses how the Junior ROTC program is more than preparation for military service; it encourages good citizenship and community involvement. Many of the Junior ROTC cadets do not go on to enlist in the military, but they learn leadership skills and how to have a good plan for their life path.
