The federal govt does not set school employee salaries. I believe that is determined by the local school district which gets some funding from the feds and the state.

We use those Belgiums at work (I work at a prison). They are smaller than German Shepherds, but I think they are faster, but our handler who had both said Shepards are smarter. Yes, they are excited to tear up shit, that's why they have to be trained well, so they listen super well.
