The Federation has always acted as L'Rell describes. The Humans of the Federation expects each world to have one global monoculture and attain warp tech before being admitted to the union. And then expect those worlds to conform to Federation traditions, values and behaviors while the Humans do not need to conform to alien traditions, values and behaviors. And that is what started the war: Starfleet choosing to risk losing 100,000 Human lives rather than respect Klingon and Vulcan diplomatic protocol by honoring the Klingons with a Vulcan hello.

Interesting, because I identify with the Klingons in DIS rather than the Federation. And have for decades.
