If there’s a single core principle in economics, it’s that people respond to incentives. Whether governments intend to, imposing taxes on people causes those people to change their behaviors. Consequently, governments end up collecting less tax revenue than they anticipated and often cause people to waste their time and money attempting to avoid those taxes.
