The Department of Homeland Security is preparing to shut down after Senate Democrats voted to block a bill to fund the agency.  They complain that negotiations with Republicans to change immigration enforcement tactics have stalled, and comes in the wake of two high-profile shootings in Minneapolis.  Joan Jones reports.
