In September 2012, 46 year old Kim Buckley, her 17 year old daughter Kayleigh Buckley and 6 month old granddaughter Kimberley Buckley all died in a house fire in Cwmbran, in Wales.
The fire had been deliberately started by Kayleigh’s controlling and abusive boyfriend – and father of Kimberley - Carl Mills who was later jailed for over 30 years for their murders. Mills groomed Kayleigh when she was just 15 years old and three statutory reports identified multiple failings in the police and social services response to the danger Mills posed. A heartbreaking story of the murder of three generations of a family and the failure of services to protect them.
