NZ First is promising to spend $1 billion of taxpayer money to survey offshore oil and gas reserves. The policy move has been backed by John Carnegie of Energy Resources Aotearoa which represents explorers, producers, sellers and users of oil and gas. Carnegie spoke to Guyon Espiner.
