Being destitute in the centuries after dissolution of the Monasteries created a need for government intervention to help deal with the elderly, disabled, infirm, orphans and those who were struggling to find work. from the 1500s to the beginning of the 19th century there was a lot of effort but not always done with the welfare of the poor in mind when taxes took over for donations.
