Do I Have to Forgive?

Forgiveness and reconciliation is generally encouraged in the Quran, because without it there is ongoing enmity, and the world will be filled with heartlessness and constant pain. But is it an obligation upon a victim to accept the damage and forgive, or is the obligation on the perpetrator to seek the victim’s forgiveness? What does Islam really say?
