Using the SAVE Act as a case study, we examine why a bill with broad national support has sat in the Senate for more than 300 days and whether it is time to force a real talking filibuster that requires senators to stand, debate, and justify their votes before the American people. If the Senate is meant to be the world’s greatest deliberative body, this conversation asks what it would take to make it deliberate again.
