全国人大法工委发声，能解决禁放争议问题么？

据媒体报道，全国人大法工委认定全面禁燃烟花爆竹不合法，地方需修改禁燃令，这个认定法律意义如何？真的能解决目前烟花禁放的争议么？聊聊我的看法供参考。
