God’s Strength Comes to those ”Who Wait On the Lord” (Isaiah 40:28-31)

Today's promises of strength are mostly unconditional. The primary requirement to receive strength from God is to need it -- to be weak, tired, weary. But buried among all these promises, there does seem to be one condition we must meet: we must wait on the Lord. What does it mean to "wait on the Lord"?
