There is a huge misconception around how much marketing will/should cost. Too often companies throw a dart on the board and guess what their budget should be. If your budget is small then you need to match your expectations to how much activity/effort you get in return. Get pricing and free strategies from multiple agencies that understand your industry, then determine what you're comfortable with from there and probably add 20% to that number.
Where is the attention of your potential customers? Are they reading newspapers, magazines, active on social, going to trade shows, etc. If you're marketing in the wrong places then it doesn't matter how good your content is...it will NEVER BE SEEN by the right people.
This will be a slow race, you have to be consistent even if you aren't getting traction right away. There will be some pieces of content that get traction faster, but your content marketing strategy needs to continue and start posting regularly scheduled content every week. The algorithms are looking for consistency to determine your ranking potential including on social media.
