The High-Level Expert Group on Artificial Intelligence (AI HLEG) was established by the European Commission in 2018 to provide guidance on the development and implementation of artificial intelligence (AI) within the European Union. Comprising 52 experts from academia, industry, and civil society, the group's primary objectives included:
Ethics Guidelines for Trustworthy AI: In April 2019, the AI HLEG published guidelines outlining seven key requirements for AI systems: human agency and oversight, technical robustness and safety, privacy and data governance, transparency, diversity and non-discrimination, societal and environmental well-being, and accountability.
Policy and Investment Recommendations: In June 2019, the group released 33 recommendations aimed at promoting sustainable growth, competitiveness, and inclusivity in AI development across Europe.
Assessment List for Trustworthy AI (ALTAI): To operationalize the ethics guidelines, the AI HLEG developed ALTAI, a practical tool enabling organizations to self-assess the trustworthiness of their AI systems.
The AI HLEG also engaged with the European AI Alliance, a forum of over 4,000 stakeholders, to foster dialogue and gather feedback on AI-related policies.
Digital Strategy The group's mandate concluded in July 2020, having significantly influenced the EU's approach to AI governance and ethics.
