With an agreement between Serbia and Kosovo signed in Washington to strengthen economic ties between the two Western Balkan countries, Donald Trump appears to have sealed a much-needed foreign policy success. Is it a “major breakthrough" in his words or rather a small symbolic step in normalising ties – also between Kosovo and Israel?
