On June 5 1996, just days after Lollie Winans and Julie Williams were sexually assaulted and murdered, Jackson abducted and raped another woman at knifepoint. He was arrested by a proactive detective. However, a prosecutor declined to pursue charges. Days later he raped again. This is unfathomable as are the extraordinary circumstances of Darrel Rice’s death, the FBI’s prime suspect for Lollie and Julie’s murders for many years.
