Justin Trudeau’s long-promised Online Harms Act, Bill C-63, has been tabled. The bill reintroduces a section of the Canadian Human Rights Act prohibiting online “hate speech,” which the bill defines as speech “likely to foment detestation or vilification of an individual or group of individuals on the basis of a prohibited ground of discrimination.” Trudeau and his justice minister claim the bill will comply with the Charter, but their record on civil liberties and free speech should concern all Canadians...
