#1,013 - Portland Police Failed to De-escalate Homeless Man’s Mental Distress, Wrongful Death Suit Says

A wrongful death lawsuit alleges police failed to de-escalate their encounter with Koben Henriksen in Southeast Portland in 2019 and used excessive force when they fatally shot the 51-year-old man who was homeless and in mental distress.

The lawsuit is filed against the city of Portland and Officer Justin Raphael, who shot Henriksen, and seeks unspecified economic and non-economic damages. It was filed Wednesday in federal court in Portland.
