New Orleans Civics 101: Who is suppose to be doing what? This short live breaks down the responsibilities of the City Council and the mayor.

The City Charter provides for a Strong Mayor-Council form of government. 
In this method the mayor is given by charter a large degree of control and responsibility.… meaning more often than not all roads lead to the mayor.

We have 3 branches of government:
Legislative, Judicial and Executive.

The legislative arm of government is responsible for making or enactment of laws, as distinguished from the Judicial arm, which interprets and applies the laws, and the Executive Department, which carries the laws into execution and effect."

The mayor is required to study, devise and implement programs to improve housing, neighborhood conditions, implement programs to foster economic development, and provide for cooperation and coordination among criminal justice agencies and officials.
