Will Afghanistan Finally Have Peace?

For 40 years, Afghans have suffered through terrorism, civil war and occupation.  The recently departed US has signaled that they want to continue attacking Afghans from "over the horizon".  Can they?  They also have terrorist groups as sleeper cells.  Will they be able to keep them supplied?
