Listener dilemma: Husband wants to have at least 2 more children

We got an email from a woman who's husband wants to have at least 2 more children, meaning they would have at least 6 children then. She never wanted a big family and agreed to having one more baby if he got the snip afterward which he is refusing. Who do you think is being unreasonable in this situation?
