In Alice In Wonderland, the White Queen insisted that Alice could believe impossible things if she tried. "Why, sometimes I've believed as many as six impossible things before breakfast", she bragged.
That seems to be the plan for the entire population, because if they can get you to believe absurdities, they can get you to believe absurdities about atrocities.
