In life you can’t just toot your own horn everywhere and except where you want to go in life. You can’t just tell people your this and that and say how great you are and expect to get the job of your dreams. You need other people to vouch for you.

So by having a second person vouch for you means that the other person has either seen or spoken with you themselves on a certain subject matter and can attest to your abilities. This means that by having a second person speak on your behalf others' confidence in your abilities or the validity of the story your telling strengthens. And this is what you need to land a job or to help show people the truth.

And third person is when the second person tells someone else and then that third person speaks on your behalf not from having seen or spoken with you themselves. But they speak on your behalf based on what a trusted friend or co-worker has said about you who has seen you in action.
