PAUL PRESTON discusses the Oroville Dam disaster and how the California democrats at the last minute put language into a budget bill to keep secret the Oroville Dam emergency plans.  They even went to far as to remove from the plan the inundation map which shows where the water would flow to in the northern part of California.
