Market Close 16 April 19: ASX 200 gains as RBA mulls scenarios for lower rates

The minutes of the last RBA meeting revealed that board members discussed scenarios for lower interest rates. Banks and healthcare were the sectors that led  the gains for the ASX 200 which rose 26pts or 0.4%.
