Is the UK using sub-standard Covid test kits?

Across in the US, the FDA has banned the use of the Innova SARS-CoV-2 antigen rapid qualitative test. It believes it is not to standard. But in the UK, Matt Hancock has suggested we may buy one BILLION of these very same test kits. How can this be?
