5.3 Noahide Law

God says that if a man murders another man then by another man's hands will his own blood be shed. Some say this establishes the death penalty. Some would say it establishes government as a whole. I bring in a minimum of four possible interpretations for what is meant and how it is applied via looking at other scripture and biblical principles.
