Does Race Norming Prove Bias in the NFL?

Recently the NFL announced they were suspending the practice of race norming. This is the result of a lawsuit by former players Najeh Davenport and Kevin Henry...who were denied money in their concussion settlement with the NFL due to race norming.

Does the practice of race norming prove there is a racial bias against minorities in the NFL? For years...the media has complained that the league is against hiring minority coaches and general managers. Does race norming prove this claim?
