Sometime in the early 90's Charles Band secured almost a million dollars to make a movie about some kids who are gunned down and brought back to life as vengeful shrunken heads. He then hired the other Elfman, Richard, to direct, and Meg Foster to star. The result was an odd mashup of a children's comedy and mobster horror movie. But is it a mashup worth watching?
