Is it public responsibility or the council’s responsibility to deal with litter?

After the disgusting amount of litter left in Dublin City Centre over the weekend Mannix Flynn is speaking to Niall about what he believes needs to be done in order to prevent this from happening again.

Today we want to know what you think about this? Does it fall on the council to ensure we don't see scenes of like this again? Or does it come down to personal responsibility to not dispose of their waste on the ground if there are no bins available?
