The enemies and heathens that the psalmist refers to are inside him: remember this, and the psalm makes sense. Parts of he psalm are a dialog, with the narrator speaking the lines of both characters, and sometimes the character of the psalmist seems conceited: remember this, and the psalm makes even more sense.
