Always in Sin?

Some among us are perverting the Gospel and affirming that Christians are never without sin. Yet there are many texts which instruct us to sin not and be holy. 

One of the passages recently perverted is Romans 7. Does this text teach that the believer is always in sin? Of whom does Paul speak when he says, "Sin dwelleth in me."
