Seit mehr als anderthalb Jahren ist die Ukraine auf umfangreiche Hilfsgelder aus dem Ausland angewiesen. Um das Funktionieren von Staat und Wirtschaft auch im kommenden Jahr zu gewährleisten, braucht Kiew weitere 43 Milliarden US-Dollar an westlicher Unterstützung.
