Lt. Gov. Brian Calley and Rep. Jeff Farrington (R-Utica) talk about how legislation phasing out the personal property tax on industrial equipment came about on the last day of the lame duck session. Mitch Bean from Great Lakes Economic Consultants, who looked at the proposal for the Michigan Municipal League and the Michigan Association of Counties raises the question over whether the "special assessment tax" proposed in the bills will stand up in court.
