The majority of children with Fetal Alcohol Spectrum Disorders (FASD) are not raised by their birth parents. Children in foster care are 10-15 times more likely to be affected by prenatal alcohol exposure than other children (National Organization on Fetal Alcohol Syndrome NOFAS). Studies also indicate that 30% of children adopted from Eastern Europe have FASD.   Children with FASD are easily frustrated and require a highly structured home and school environment.
