How much responsibility does a coach have for a coachee taking action?

When someone accepts money to coach someone, is there a responsibility to help create action or is providing direction/ideas and providing accountability all that is required? Steve Thomson, Tim Hawkes, Martin Feaver and I had a great conversation on this topic.
