The Research Activity Credit and Iowa Tax Dollars

Recently the Iowa Policy Project concluded a study on something called the Research Activity Credit and where the money goes.  What was billed, back in the mid-1980's as a tax credit program to help start-up companies is now giving millions of dollars to already well established corporations who, legally, taking advantage of this program. But, is it at the expense of other state needs?  We visited with Mike Owen of the Iowa Policy Project.
