Tantamount Episode Four - The Investigation and the Evidence

Washington DC's Freeway Phantom has stopped his murderous spree, leaving the authorities with a wealth of evidence.  Despite everything in their hands, the investigation stalls...until a gang of rapists, the Green Vega Gang, are apprehended.  Their arrests will invigorate and upend the search for the Phantom.
