Śrīla Madhvācārya states that the Lord is turya-sthitaḥ, always situated in transcendence. He is not at all effected by the modes of nature. Even if He sleeps He is not in ignorance. He is situated in different dimensions. Just by His exhaling millions of universes are getting produced. He manages this creation with three kinds of Vishnus.
