Elianor Vessali discusses the College Station City Council's proposed Restricted Occupancy Overlay (ROO) with Charles and Whitney Coats. As a former College Station City Council Member, Ms. Vessali is concerned that the ROO is overlooking the diversity of socioeconomic needs in College Station.
