Paul Preston interviews Don Wilson a former California State Senate consultant and the Author of the book "Saint Andrews American Revolution" on the issue of California State Military Reserve (CSNR). Created in 1949 by then Governor Earl Warren the CSMR has been a shadow military element at the control of the governor and that operates out of the scope of Article VI of the U.S. Constitution.
