Regulation for the big US banks was rolled back. Shares of banks Wells Fargo (+4.8%), Goldman Sachs (+4.6%) and JPMorgan (+3.5%) advanced after regulators eased rules that will free up capital. But surging virus cases prompted Texan Governor Greg Abbott to pause the reopening of the state's economy.
