Is Hamza’s Law already broken?

Despite being mass reported for being in breach of Scotland's new Hate Crime Law, Police Scotland have stated that they will not take any action against JK Rowling.  Some people are suggesting this proves that the new Hate Crime legislation is impotent but I think they are too quick in writing off what Humza has in mind! They will start at the bottom and work their way up!
