Should those on learner permits be given a temporary amnesty driving licence?

Driving tests have been suspended indefinitely since April to stop the spread of Covid-19. Danny Healy Rae speaks to Niall suggesting that those on learner permits who have already done their 12 driving lessons should be given some sort of temporary amnesty licences.
