Flagstaff ”Government Speech & Expression”?

The Flagstaff City Council is discussing placing a temporary flagpole (that will stay up indefinitely), that will display "commemorative" flags of their choosing in order to express "government speech & expression". Citizens will not be allowed to put flags of their choice on this pole bacuse it is strictly for politicians and their flags including the U.N. Climate Change Flag among many other proposed flags.
