US Mid-session 13 Feb 18: A calmer session in the US, more budget and spending plans from the Whitehouse.

European markets closed higher, The People’s Bank of China added 20 billion yuan in liquidity to Chinese financial markets on Monday via reverse repo operations. The US markets continued to rebound at the start of a new week, volumes were lighter and trade size smaller at the start of trade helping to reduce fear after the markets closed out the worst week in two years.
