Praise the Lord! He  has always given us a structure. It was structure from the beginning;  and yes, it requires that every person be a participant. The Apostles weren't just delegating their authority and responsibility on the people; but they  holding themselves accountable to the Lord and to everyone else. There also comes with that structure the responsibility from everyone else, to hear from the Lord for themselves.
