"You're over qualified!"

What does that statement actually mean? What does being over qualified mean? Sure, we can Google it and see all the possible meanings and reasons but does that information ring true to what's happening when say...a woman is being told she's over qualified OR a job seeker?

If organizations aren't hiring because someone ITO is "over qualified," and they don't value and prefer "over qualified," then they must value and prefer "under qualified."
