The Joint Appropriations Committee is a wreck and trying to burn the ship while it's sinking. More than half of its members are lame ducks on their way out the door and the other half is almost guaranteed to not be on appropriations next term, but that isn't stopping them from proposing nearly a half of a billion dollars in supplemental school spending in a non-budget year.
